as a seller, how do I determine the cost of city and state transfer tax?

That sounds like a legal/accounting question.  I would check with your attorney, accountant, or the city and state tax boards where you live.

In my case I checked our county website. I live in Ohio (Summit County) so I found the information here:



http://www.co.summit.oh.us/fiscaloffice/



From the site I clicked on Recorder Division....FAQs and found it was $4 per thousand.



Usually a quick google search for the terms "summit county auditors office ohio faq" will yield the necessary results to find what you are looking for. (obviously replace summit with your own county and ohio with your own state and most importantly don't use the quotation marks).
